Custom Image Filter for V-Tuber content

Using Blender, Lens Studio, or whatever you think is best; turn an image I give you into a 3D filter that follows head movement and that can input our eyes and mouth on to the image. A good example of what I'm looking for is "TheBurntPeanut" on all socials. Bonus if you can even make the hair move as the persons head moves. Price of this job is negotiable and I'll pay more if you exceed my expectations.
