Security Officer

Under general supervision, a Security Officer's main function will be to ensure the safety and wellbeing of Bridge Staff, Customers, and the General Public through observe and report protocols. An additional main function for Security Officer is assisting with traffic control to ensure safe and efficient traffic flow through both bridges. Traffic control includes directing traffic, providing directions, deploying traffic control equipment, verifying traffic type, managing dedicated lanes amongst other related duties. Security Officer will be responsible for patrolling and monitoring the City Parking lot to ensure adherence to rules and regulations of Parking Lot assisting customers or bridge personnel as needed. Security Officer will patrol by foot, motor vehicle or bicycle, and enforces City and Bridge System policies, administrative orders, regulations and security controls; advises citizens of laws and regulations, ordinances and apparent violations; Security Officer's will respond to disturbances within the area of assigned responsibility without use of physical restrain or force; prepares incident reports and forwards documentation to Bridge Administration, reports all violations of noted security issues; Works alongside and under supervision of the City of Eagle Pass Bridge System to provide high visibility security to serve and protect our both people and property. Persons in this position must frequently work alone on a day or night shift, guided by defined procedures, regulations, and established work practices.

Distinguishing Career Features

The Security Officer's primary responsibility is to effectively serve and secure our citizens, employees, and property of the City of Eagle Pass. This will include buildings, equipment and the persons and property thereon by properly reporting deficiencies as they are encountered. The major requirements are efficient traffic control, reliability, and alertness in detecting unusual conditions. The Security Officer, through necessary communication with the Police Department, will report all enforceable law violations to the Police Department. The Security Officer will prepare reports on incidents or violations to the appropriate City Departments.

Examples of Duties and Responsibilities

Performs some or all of the following, depending on the needs of the Bridge System to include protecting all city property and other areas as assigned during working and nighttime hours to include but not limited to illegal trespass, assaults, illegal dumping, vandalism, theft, fire and other damages to property and equipment. Maintaining physical presence at toll plaza/administration building at all times.

  • Walks and secures the international bridge system up to the USA boundary.
  • Assists with traffic control during major events or heavy traffic times that include holiday travel for efficient vehicle crossing into Mexico.
  • Escort personnel when carrying money to and from toll collection booth.
  • Assist shift supervisor with pedestrian traffic.
  • Assist with closure and opening of lanes when needed for smooth flow of traffic.
  • Assist customers at city parking and report any issues at city parking lot.
  • Make frequent rounds to the City parking lot.
  • Helps remove unwanted persons from all City owned property (solicitors, beggars, i.e.).
  • Reports and documents any and all incidents to Supervisor on duty (damage to city property, illegal dumping, unauthorized persons or vehicles).
  • Communicates to Bridge System any issues related to security, traffic control, or incidents within the assigned area of responsibility.
  • Informs parties of regulatory infractions with tact and courtesy and instructs individuals to leave the site if they fail to comply. Contacts law enforcement officials when violators are uncooperative and signs complaints when arrests are necessary.
  • Uses fire extinguishers when needed, advises appropriate fire control agencies of major fires, fire hazards and other unsafe conditions; administers first aid and CPR when the need arises.
  • Keeps records and makes reports of unusual situations, such as unsecured city buildings, gates, and broken windows, lack of maintenance. and upkeep and malfunctions of city owned property and equipment.
  • Uses portable two-way radio to report status and problems, request information, and obtain instructions.
  • Responds to calls regarding injuries and calls Emergency Medical Services (911) if necessary.
  • May have other assignments such as accepting the delivery of materials after regular working hours and issuing and obtaining receipts for supplies and tools.
  • May provide work guidance and training to temporary or part-time help in performing site security routines.
  • Under unique circumstances may be required to transport cash/change from one bridge to another or from supervisor office to toll booth and vice versa.
  • Performs other duties as required to accomplish the objectives of the position and the bridge system needs.

Knowledge and Skills

Requires knowledge of proper methods of patrolling and safeguarding construction projects, buildings, and adjacent grounds. Use of firefighting equipment found in public buildings. Safety principles and practices: knowledge of laws, legal codes, court procedures, government regulations and agency rules. Knowledge of administrative and clerical procedures and systems such as word processing, managing files and records.

Abilities

Requires the ability to deal tactfully and effectively with the public. Act quickly and effectively in emergencies. Keep routine records and make oral reports. Write clear and concise reports describing activities, problems, incidents, and special circumstances. Communicate effectively with the public, in English and Spanish, and in court for the purpose of giving explanations and testimony. Effectively communicate through radio or phone with Bridge System Personnel and/or Police Department. Understand and follow directions. Be able to patrol on foot, motor vehicle or bicycle. Perform physical tasks necessary for routine maintenance. Perform first aid and CPR and maintain certification in both areas.

Physical Abilities

Requires the ability to stand for extended periods of time, withstand exposure to all weather conditions including heat, high sun exposure, wind, cold, rain, snow amongst others. Must be able to walk for extended periods of time; manipulate (lift, carry, move) light to heavy weights of up to 50 pounds on a regular basis. Requires the ability to push, pull, and guide materials over 50 pounds. Requires the ability to climb (e.g. ladders), stoop, kneel, and crouch on a regular basis; read technical (including blueprints) and safety information. Requires auditory ability to hear machinery sounds and alarms. Requires near and far visual acuity to read printed materials, moving objects, and observe work-in-progress. Requires speaking ability to carry on ordinary conversations. Requires the ability to work in extreme temperature conditions.

Education and Experience

The position requires one year of full-time paid experience as a guard, security officer, security aide, crowd controller, firefighter or police officer, or trainee for firefighter or police work. One year of full-time experience in public contact enforcing rules and regulations, field investigation, or military service. Completion of one year of education in a recognized junior college, college, or university may substitute for the required experience. High school diploma or equivalent required.

Licenses and Certificates

Requires a valid Texas driver's license and Level II security training program certification. Requires First Aid and CPR certification within six (6) months of employment.

Working Conditions

Work is performed indoors and outdoors in extreme weather conditions where significant safety considerations exist from full-body physical labor and handling of medium-to-heavy weight materials. Work requires shift work during day and night.
